State Police selects independent evaluator to oversee Academy reforms

Massachusetts.- The Massachusetts State Police has selected an outside consulting firm to monitor changes at its training academy for five years, following an independent review that identified 103 recommendations.

PFM Group Consulting will assess the reforms and issue annual public reports. The department says the work will focus on training, safety, recruit injuries, and whether the changes are improving the academy.

The review followed the September 2024 death of Trooper Enrique Delgado-Garcia after he was injured during a training exercise at the academy in New Braintree. The State Police later announced changes including an end to boxing and intentional head strikes, new leadership positions, updated health and discipline policies, and improved injury tracking.

The department has identified 31 priority recommendations. Twenty-two must be completed before the next recruit class begins, while work on the remaining nine must be underway. The 93rd Recruit Training Troop is scheduled to begin October 26.

The new evaluator’s role is to examine whether the academy’s changes are being carried out and whether they are producing better results. Its reports are expected to provide a public measure of progress over the next five years.
