Retired Massachusetts State Police sergeant sentenced in PPP loan fraud

BOSTON, Mass.- A retired Massachusetts State Police sergeant was sentenced after admitting to fraudulently obtaining a Paycheck Protection Program (PPP) loan that was later forgiven, according to federal prosecutors.

Damian Halfkenny, 54, of Boston, was sentenced on Wednesday, July 22, 2026, by U.S. Senior District Court Judge Nathaniel M. Gorton to one year of probation. He was also ordered to pay a $5,000 fine, $21,333 in restitution and $21,333 in forfeiture.

Halfkenny was charged in April 2026 with one count of wire fraud related to the PPP loan application.

Prosecutors said Halfkenny was employed full-time as a Massachusetts State Police sergeant in 2021, earning $160,378 annually, while also owning and renting several real estate properties in Boston.

In March 2021, Halfkenny submitted a PPP loan application for his real estate business that falsely represented a monthly payroll expense of $8,488. To support the application, he submitted a fabricated IRS Schedule C, according to court records.

Based on the false information, the U.S. Small Business Administration issued Halfkenny a $21,220 PPP loan, which was later forgiven.

The sentencing was announced by the U.S. Attorney’s Office for the District of Massachusetts on July 27, 2026.
